In-use
Implies that
a vehicle is: - Registered with the Government of one or more States, the District
of Columbia, the Commonwealth of Puerto Rico, or the Virgin Islands;
or
- The vehicle is owned or operated by a Government or military organization
within the United States that is not required to register vehicles
with the Government agencies listed under 1 above. For example,
civilian Federal vehicles are generally not required to register
with the State Government in which they are assigned.
